In a theme park, you expect that the rides have met some sort of safety standard. That assumption might not always be correct, but the fact that a ride has stood in the same place and not killed people for many years is usually comforting enough to decide to ride it.

This is decidedly not the case with carnivals. These things travel from town to town setting up and breaking down rides, often damaging them in the process. This can lead to some pretty bad incidents, like this poorly-weighted Ferris wheel that clearly went a little out-of-control.
